Victoria has a quality that is very rare amongst La Junta - she can talk properly, nicely and above all, calmly. As a result she's been put in charge of negotiations, talks and diplomacy and on the whole does a pretty good job of it. But if she doesn’t get what she wants, she can get really wound up and end up being as violent as the most hard-core La Junta members!

Review:
She traded 1 power for the chance of reducing an opponent's power by 3. If than happen then she is hands down better than Wardog. Against SOA, she's a star.
